Keith Dobbs has been named as the Executive Director of Criminal Justice and Mercy Ministries (CJAMM).

With a professional career rich in building relationships and growing programs, Dobbs comes to CJAMM from years of corporate leadership, acute care, long-term care, and behavioral health, and working with under served communities. Recently, Dobbs served as the CEO for a medical center on a remote Indian Reservation in California. Previously, he represented the frail, elderly and disabled across Oklahoma in a state-wide educational and advocacy organization for the long-term care profession.

Dobbs is known as a “storyteller” and public speaker. He looks forward to sharing the success stories of CJAMM, being a part of the mission and ministry of breaking the cycle of reincarceration, and helping children and families learn healthy relationships, self-worth, and the power of having Jesus Christ in their lives.

As a native Okie, Dobbs grew up on a farm in Sallisaw. He earned a bachelor’s degree from Southwestern Adventist University in Texas and did graduate work at Southern Methodist University.

Dobbs’ wife, Amanda, is a native of Tulsa. They have two children: one in biotech in the Silicon Valley, the other an engineer in Chattanooga.

Lesa Rhoads has been with Criminal Justice and Mercy Ministries for 21 years. Lesa began as an administrative assistant to the executive director and is now the assistant director of CJAMM.

Lesa has an Accounting Degree and manages the financial aspects of CJAMM. Lesa has transitioned CJAMM into a 501(c)3 over the past several years.

Lesa has three children, three grandchildren, and has been married to Dale for 36 years. Lesa and her husband are members of the Tuttle United Methodist Church.

Kristin Terrell-Wilkes

Kristin Terrell-Wilkes is the New Day Camp Coordinator/Office Assistant. She just started at CJAMM in
March 2020 but has been working with Oklahoma United Methodist churches and organizations for the
last 18 years. Kristin has a BA in Religious Education from OCU and a M. Div. from Emory University,
Candler School of Theology.

Kristin is married to Jack Terrell-Wilkes, an Oklahoma United Methodist pastor currently serving at
Lawton Heights and Wesley Chapel UMCs. They have two children, Fisher (11) and Brooklyn (6).
